Replace sprints?

I have found the Agile methodology (with its sprints, rituals, etc.) rather rigid for some time. I’m not sure that’s the best method in government.

I wonder if the Shape up method (which gives a little more time to “shape” what is to be built) might work better.

Refining our design goals

From an outcomes -based perspective , it’s not enough to say “We want to make X easier”.

This implies that X is not easy today, but why? How will the proposed design make X easier?
